Effects on Local Utilities
In addition to concerns about site clearing, there is concern regarding the utilities for a plan of this scale. The proposal as it stands is an overdevelopment of the site when there are limited resources to share in the hamlets current and future growth. The Town needs to consider comprehensive planning for the hamlet specifically and should evaluate the already developed lots in the hamlet and the needs to service those before allowing new uses.
The presenter at the last Planning Board meeting mentioned he would be interested in obtaining access to the town water supply via the new Performing Arts Center. According to the Chester Comprehensive plan, the Sugar Loaf Water District has two productions wells with a relatively high capacity, but only ONE of the wells has pottable water, as the other tested positive for bacteria and is only used for emergencies. How will connecting a distillery, a residence, and a catering hall projected to accommodate over 150 people a day effect this water supply? Conversely, if access to town water is not provided, how will wells large enough to accommodate this volume of need effect the surrounding water table, especially that of Creamery Pond? There is a significant need for off-site well tests of neighboring properties and such testing should be required. Additional concerns regarding the ability of the sewer system to handle this volume of increased usage.
